I got totally lost in this after you messaged me with it - the DOS style is quite wonderful :) And the happiness of that music with the declaration of "Democracy prevails!" works great. Well done for getting that together in just a month!
The one on the wiki hosting only recognizes four out of the ten levels! (levels:4 in levelinfo.txt) I'm not sure if the one on your personal site is different...
I demand an explanation regarding this "roo" thing and also what some of those actual city names used to be before you rooed them because apparently I'm dumb and only recognize like one or two.
Trying to come up with a fictional state made me think of Rocky and Bullwinkle's Moose-ylvania. I didn't want to use exactly that and I have a friend who goes by Mocha Roo.
Wikiville is named such because if you go to the wiki page for gerrymandering that is the example.
Riverside is just riverside.
City 17 is Half Life 2.
After that they are all Pennsylvanian cities with something changed to Roo.
